Know all men by these Presents, That we X William B. R. Horner of Phillips Court house or Helena County of x Phillips and Territory of Arkansas, and Sylvanus Phillips & William Strong are held and firmly bound unto the Post-master General of the United States of America in the just and full sum of Seven hundred Dollars to be paid to the said Post-master General, or to his assigns: To which payment, well and truly to be made, we bind ourselves, our heirs, executors, and administrators, jointly, and severally, firmly by these presents.
IN WITNESS WHEREOF, we have hereunto subscribed our names, and affixed our seals, this fifteenth day of May in the year of our Lord one thousand eight hundred and Twenty one –
The Condition of this Obligation is such, that whereas the above bounden X William B. R. Horner is Post-master at Phillips Court house or Helena aforesaid, Now if the said X William B. R. Horner shall well and truly execute the duties of the office and faithfully, once in three months, and oftener, if thereto required, render accounts of his receipts and expenditures, as Post-master, to the General Post-office, in the manner and form prescribed by the Post-master General in his several instructions to Post-masters, and shall pay all monies that shall come to his hands for the postages of whatever is by law chargeable with postage, to the Post-master General of the United States for the time being, deducting only the commission and allowances made by law for his care, trouble, and charges, in managing the said office; and shall also faithfully do and perform as Agent for the General Post-office all such acts and things as may be required of him by the Post-master General; and moreover shall faithfully account with said Post-master General for all Monies, Bills, Bonds, Notes, Receipts and other vouchers which he as Agent as aforesaid shall receive for the use of and benefit of said General Post-office; then the above obligation shall be void, and of no effect.
